BTV

Bangladesh Television

Bangladesh Television (BTV), a state-owned national TV station began its operations in 1964. Besides education and entertainment, its mandate is to ensure the equitable dissemination of information to the mass people and contribute to the nation’s socio-economic development of Bangladesh. It telecasts various program comprising drama, documentaries, musicals, education and information, including 14 News bulletins in English and Bangle daily. The vision of the present Government is to make “Digital Bangladesh” by 2021 and BTV is working on it.

BTV transmits 18 hours program terrestrially through a Centre, a sub-centre, and 14 relay stations daily. Its main centre is located in Dhaka, the capital city of Bangladesh. Chittagong is a sub-centre, transmits one hour and 45 minute locally produced separate programs daily.

BTV has started “BTV World” satellite Transmission on April 11, 2004. As a result BTV has now reached beyond the borders. It is a separates channel of BTV. “BTV World” transmits 24 hours satellite programs daily. Besides, BTV is going to open another channel namely “Development Channel” through satellite very soon.

BTV has a potential coverage of about 97 percent of the country’s population. About 92% of its content is self-produced and the rest are imported. For the greater interest of the nation 78% of the total programme include issues like agriculture, health and population, children and women, education and human rights etc. Its content mix comprises 20% news, 30% development and educative, 35% cultural and entertainment and other program 15%. BTV also telecast national important program, Cricket, Football and other important sports events live form venue.

Ministry of Education is the apex policy making institution of the Government regarding administration and development of post-primary education sector. Ministry of Education formulates policies and programs for the development of post-primary to higher education including Madrasah, Technical and Vocational education. It also formulates laws, rules and regulations for the management and administration of post-primary education sector and its institutions of the country. There are several attached bodies for supervision and management of formal education in post-primary and secondary schools, colleges, madrasahs, technical schools and colleges, polytechnic institutes, engineering colleges and universities. There are about 35121 post primary secondary schools/colleges/madrasahs and 34 public and 60 private universities.

• A National Export Promotion Agency under the Ministry of Commerce;
• Reorganized by the promulgation of a Presidential Ordinance in 1977 as a semi autonomous body;

  EPB is a semi-autonomous organization under the Ministry of Commerce of the Government of Bangladesh. The ministry started to operate from Bangladesh Secretariat, Dhaka after the victory of Bangladesh forces over Pakistani occupiers on 16 December 1971. After independence it inherited as legacy the law and order of the war-ravaged country. The Ministry of Foreign Affairs formulates and executes the foreign policy of the Government of Bangladesh. The core guidance of policy formulation comes from the relevant section of the Constitution of Bangladesh In developing the external policy of the Republic, the Ministry draws from the laws of the land, acts of the Parliament, international treaties that Bangladesh is a State party to, and other customary sources.

The Ministry of Foreign Affairs formulates and executes the foreign policy of the Government of Bangladesh. The core guidance of policy formulation comes from the relevant section of the Constitution of Bangladesh In developing the external policy of the Republic, the Ministry draws from the laws of the land, acts of the Parliament, international treaties that Bangladesh is a State party to, and other customary sources. In discharging its functions, the Ministry follows the provisions of the Rules of Business of the Government of Bangladesh. The Foreign Ministry represents the State to foreign governments and international organizations through its 58 missions across the globe.

The Ministry’s goals is to develop and maintain friendly relations with other States and foster cooperation with developed, developing and least developed countries, and various regional, sub-regional, political and economic groups.

The Ministry pursues Bangladesh’s external economic and trade interests, promotes its culture abroad, and disseminates information to foreign countries. It safeguards the legal rights and promotes interests of its citizens and other legal entities in foreign countries. The Ministry discharges its diverse duties through its headquarters in Dhaka and through its network of Missions aboard. The work of the Ministry is conducted by a number of wings. These divisions gather, analyze and process information, set priorities and draws up options according to the allocation of their individual areas and responsibilities.

Constitution of Bangladesh

The Foreign Policy of Bangladesh emanates from the following provisions of the Bangladesh Constitution:

1. The State shall base its international relations on the principles of respect for national sovereignty and equality, non-interference in the internal affairs of other countries, peaceful settlements of international disputes, and respect for international law and the principles enunciated in the United Nations Charter, and on the basis of those principles shall-

a)  Strive for the renunciation of the use of force in international relations and for general and complete   disarmament;

b)  Uphold the right of every people freely to determine and build up its own social, economic and political system by ways and means of its own free choice; and

c)  Support oppressed peoples throughout the world waging a just struggle against imperialism colonialism or racialism.

2.  The State shall endeavor to consolidate, preserve and strengthen fraternal relations among Muslim countries based on Islamic solidarity.

Rules of Business

As per the allocation of business, the MOFA performs the following functions:

• Execution of the policy decisions of the Government;
• Maintenance of political/diplomatic relations and dealings with other countries;
• Coordination with the international organizations and world bodies;
• Arrangement of agreements and treaties including boundary and territorial treaties with other countries and international organizations and treatment, custody and preservation of state documents connected therewith;
• Diplomatic and consular representations abroad;
• Facilitation of making peace with other countries;
• Synchronization of matters related with foreign and extra-territorial jurisdictions;
• Harmonization of activities of Bangladesh Missions abroad with the activities of different Ministries/Divisions;
• Organization of visits and execution of protocol and ceremonial matters connected with the foreign, diplomatic and consular representatives and other protocol matters;
• Arrangement of tours of the President in foreign countries;
• Execution of policy regarding extradition to and from other countries and repatriation of Bangladesh nationals from abroad;
• Arrangement of security and management of operation of cipher traffic;
• Acceptance of foreign title, honor, award or decoration of Bangladesh nationals;
• Promotion of cultural, economic, technical, trade and commerce, education and training of Bangladeshi citizens and officials and welfare of Bangladeshi expatriates;
• Treatment of matters related with foreign refugees and descendants of those who rendered services to Bangladesh abroad;
• Collaboration with the Ministry of Information on external publicity;
• Arrangement of press release on news/comments published in the foreign press about the President and on matters having a direct bearing on President in consultation with the Ministry of Information;
• Implementation of matters relating to the establishment of diplomatic, consular and Trade Missions in Bangladesh and their immunities;
• Dealings in the matters of piracies and crimes committed on the high seas or in the air;
• Arrangement of hospitality grant of the Government of Bangladesh;
• Discharge of diplomatic flight clearances for non-scheduled chartered flights of foreign civil and military aircraft transiting Bangladesh;
• Promotion of the matters relating to continental shelf, territorial waters, contiguous zones and questions of fishery rights in the high seas and other questions of international law;
• Administration of training of diplomatic personnel and budgetary support to the Foreign Service Academy;
• Dealing with the matters pertaining to Bangladesh Institute of International and Strategic Studies (BIISS);
• Administration of the cadre B.C.S. (Foreign Affairs);
• Maintenance of liaison with International Organizations and dealing in the matters relating to treaties and agreements with other countries and world bodies according to the allocation of business;
• Consultation with the Ministry of Law in all legal matters; Consultation with the concerned Ministries in all other relevant matters.
